BUREAUCRACY AND ITS IMPACT ON PUBLIC POLICY IMPLEMENTATION IN NIGERIA

This study examined the role of bureaucracy in the implementation of public policies in Nigeria, with particular focus on how bureaucratic structures and practices influence policy outcomes, as well as the challenges confronting the Nigerian bureaucracy and strategies for improving policy implementation effectiveness. The study adopted a qualitative research design, using content analysis of relevant secondary data, including peer-reviewed journal articles, textbooks, government documents, and policy reports. Findings revealed that bureaucracy plays a central role in policy implementation through functions such as policy interpretation, coordination, resource allocation, monitoring, and evaluation. However, the effectiveness of these functions is significantly constrained by several challenges, including corruption, inadequate human capacity, political interference, weak inter-agency coordination, insufficient funding, administrative rigidity, and weak monitoring and evaluation systems. These constraints contribute to persistent implementation gaps between policy formulation and actual outcomes in Nigeria. The study further established that while bureaucracy remains indispensable for effective governance and service delivery, its performance is highly dependent on institutional quality, professionalism, and adherence to rules and procedures. It concluded that improving bureaucratic efficiency is essential for enhancing policy implementation outcomes and achieving sustainable national development in Nigeria and recommended, among others, merit-based recruitment, capacity building, strengthened accountability mechanisms, improved coordination, and the adoption of digital governance systems as key reforms to enhance bureaucratic performance and policy effectiveness.
